Description:

The Strategic Planning & Financial Services Division serves the Ministries of Service Alberta & Red Tape Reduction and Technology & Innovation. The Financial Consultant is an expert in consolidating financial statements. The complex reporting structure of the Ministry of Technology and Innovation requires an advanced, technical, analytical, and consultative skill set to manage the controlled entities financial reporting to the Ministry, as well as, working with Treasury Board and Finance to prepare the Government of Alberta (GoA) consolidated financial statement.
You will be responsible for planning and coordinating processes and initiatives, including the provision of clear instruction and direction/guidance for financial reporting. The position coordinates the collection and dissemination of financial information into formats consistent with the requirements of public sector accounting standards (PSAS) and reporting practices at GoA level.
You will report to and provide professional, consultative, and advisory support to the Manager of Reporting and Policy, and the Director of Financial Reporting and Operations to ensure compliance with legislation.


You will be responsible for:
• Preparing consolidation working papers, financial statements, notes and schedules for quarterly and annual reporting.
• Supporting the design, review, and implementation of reconciliation ledgers/systems.
• Leading assigned ministry financial projects and reviewing the work of financial analysts.
• Supporting the preparation of timely and accurate financial information.
• Design of financial systems and processes required to support reporting requirements.
• Examining, analyzing and interpreting complex financial data and making recommendations for improvements to enhance the reliability of information in the financial statements.
• Maintaining the Ministry’s consolidation procedures for efficiency and effectiveness of the consolidation process; and
• Ensuring that there are adequate controls for accurate reporting of the financial information provided by the entities on the GoA financial information system (1GX).
• Facilitate requirements gathering and validation workshops
• Develop and document project vision(s) and approach.
• Analyze and define business requirements for determining roles, relationships, and data structures to meet business, security, privacy and operational requirements.
• Work with business clients and technical teams on the design, development and implementation of business applications.
• Documenting, analyzing, and managing business requirements.
• Developing comprehensive business cases.
• Producing deliverables that meet specified quality standards.
• Escalating issues and risks as appropriate.
• Preparing and executing tasks in alignment with a defined project plan.
• Reviewing and providing valuable input on test strategies, plans, and test cases to ensure comprehensive coverage of defined business requirements.
• Executing tasks in accordance with established control processes, encompassing schedule management, status reporting, and effective handling of issues, risks, and changes at both project and program levels.
• Actively participating in essential meetings to review schedule, status, issues, risks, and changes.
• Support project team members in the analysis of issues.
• Prepare status reports, meeting minutes, change requests and other documents to management detailing tasks undertaken and timelines associated to the execution of those tasks.
• Obtain sign-off on the deliverables from the appropriate program/project sponsors.

Required Qualifications
• University degree in Accounting and Accounting designation such as CPA or CA with 15 years of additional related experience.
• Experience with financial statement consolidations and extensive knowledge of financial procedures, internal controls, accounting and auditing principles and techniques.
• Extensive accounting and audit experience in government
• Extensive knowledge of internal financial control and techniques, audit procedures and working paper requirements.
• Must have knowledge of public sector accounting standards (PSAS).
• Should have Ministry level applicable experience.
• Must have knowledge of various departmental, government-wide and business-related computer systems such as 1GX.

Working Hours:
• Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province
• Work must be done in the province of Alberta
• It is anticipated the role will be 100% remote, however in the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.

Notes on Location:
Resource will work remotely, though must be available for onsite meetings when required. It is estimated that onsite meetings may be quarterly (every three months) but the actual frequency of meetings could be more or less.

Incumbency:
• Previously this role was filled by a contractor, however, for this and all other opportunities, the Ministry seeks the best person to fill the role.

Standard Background check required
• The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks.

Mandatory Training Courses:
• Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act, Security/Cybersecurity, Information Management, and Respect in the Workplace. There may also be other mandatory and/or optional training.

Project Name:
Collect Once

Scope:

The Government of Alberta is seeking a Project Manager to work on the program design/implementation plan/program development plan for Collect Once – a digital identity initiative/project/program. The Collect Once initiative is aimed at unifying common Alberta resident data across GoA departments, programs, and services to improve client experience for Albertan. The Data Unit requires a resource to support these efforts as the capacity does not exist within the existing team.

The resource will be assigned to the Collect Once Project and will be responsible for the following tasks/activities:
• Develop and manage all aspects of project and program engagement from planning, external vendor relationships, communications, resources, budget, change, risks and issues in collaboration with the senior leadership team and internal stakeholders;
• Coordinate with stakeholders and schedule meetings.
• Prepare briefing notes, meeting minutes, and other documents;
• Prepare presentations for engagement with stakeholders, steering committees, project groups and other stakeholders;
• Support team members in the analysis of industry engagement surveys;
• Manage tasks and action items and follow up and escalate as required;
• Provide support by bridging communication between external stakeholders, departments, and Technology and Innovation teams;
• Coordinate approvals and sign-offs;
• Maintain engagement, meeting, and opportunity trackers;
• Respond to stakeholder requests;
• Complete documentation for decision making processes;
• Provide direction to cross functional team(s) to ensure successful delivery of product(s);
• Track and monitor scope and timelines for delivery of data product(s); and
• Analyze and report on progress. Communicate project status and all relevant information to stakeholders.

Equipment requirements:
• Resource will require own equipment

Resource must provide their own computer and related equipment. The computer’s operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource’s computer.

In the event that the Contractor’s resources are directed to work remotely, the Contractor shall be responsible for providing all of its equipment, including computers, software, printers, supplies, desks and chairs. However, the Province shall ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system.

In the event that, the Contractor’s resources are directed to work in-person, the Province shall provide the requisite office space, furniture and office supplies. However, the Contractor shall continue to be responsible for providing computers and software and the Province shall continue to ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system.

The fixed rate quoted must be inclusive of all overhead, office space and equipment, including supplies, administrative burden, mark-up and all other costs to perform the Services for the duration of the Contract.

Working Hours:
• Standard Hours of work are 08:15 – 16:30 Alberta time
• Work must be done from within Canada, due to network and data security issues.
• Cadence as 3 days minimum for the first month. Negotiable thereafter. The GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.

Notes on Location:
Resource will work remotely, though must be available for onsite meetings when required.

Onsite meetings include but are not limited to strategic, architectural, and technical discussions, meeting with team members, senior managers, directors, executive directors and business clients. Frequency of meeting could be up to 3-4 times per month.

Incumbency:
• This is a net new role.

• The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks.

Procurements for Multiple Business Areas

Scope:

The client business areas (currently two units) require the support of contingent labour in order to support the current complement of resources. Working as a liaison between the units and the relevant procurement teams within Government of Alberta (GOA), the Contractor will be required to draft accurate and comprehensive procurement documents/instruments e.g. Request for Proposals (RFP), Pre-Qualification Requests (PQR), Statement of Work (SoW) etc.), evaluation documents, and more. Procurements are for services and/or goods (e.g. software, tools, platforms).

The successful Contractor will be precluded from responding to, or providing assistance to any individual or organization in relation to, any of the related GOA client procurement solicitations for the new contractual arrangements.

Duties:

Working as a liaison between the units and the relevant procurement teams within GOA, the Contractor will be required to draft accurate and comprehensive procurement documents/instruments e.g. Request for Proposals (RFP), Pre-Qualification Requests (PQR), Statement of Work (SoW) etc.), and evaluation documents, and more.

The Contractor will be required to:
• Manage the procurement activities and aspects on behalf of the client;
• Liaise with relevant procurement teams within GOA;
• Liaise with GOA personnel and external vendors;
• Manage procurements against established timelines, objectives, and milestones;
• Manage priorities, timelines, and deadlines with minimal supervision;
• Produce and package procurement documentation for presentation to various stakeholders.
• Coordinate and guide requirements gathering, collation and agreement activities with stakeholders;
• Verify stakeholder needs are met in terms of business needs and service requirements;
• Coordinate approval and sign-offs; and
• Participate in the effective and efficient evaluation of proposals received.

Project Name:
Wildfire Management Technology Transformation

Scope:

The Wildfire Applications Unit supports a portfolio of custom and off the shelf applications in support of the Wildfire Management Branch. These applications are critical in the delivery of wildfire management programs.

This support includes on call work during fire season. The work includes providing one on one and group training, testing of releases, and miscellaneous other tasks acting as the interface between users and development teams. It should be noted that the resource will be part of an on call rotation during fire season (from approximately April-October) so the 15 hours per month OT allowance (10% Additional Spend) will be heavier during the fire season, and non-existent during the rest of the year.

Duties:
• Provide technical insight into operations of the Wildfire Applications Unit.
• Document technical recommendations and provide technical advice and guidance to management, operations and project team members and within shared IT services.
• Collaborate with various technical teams in support of existing highly inter-dependent wildfire applications, as well as newly developed wildfire applications developed introduced into the wildfire applications ecosystem as part of the Wildfire Management Technical Transformation (WMTT) Program.
• Evaluate current services and recommend remedial actions where required.
• Communicate operation guidelines and policies to the clients.
• Apply and interpret how the operation guidelines enhance the Wildfire Management Branch’s (WMB’s) way of doing business.
• Review new services and technology requests by business area and assess their impact on the operational environment, giving recommendations for remediation.
• Assist in developing project plans, schedules, and estimates pertaining to architectural deployment and services delivery.
• Ensure change management processes are followed.
• Make recommendations to project team members pertaining to issues, risks and client satisfaction.
• Provide tracking and reporting of time and status on all work as required.
• Provide applications support and investigation of application issues services to users of WMB systems.
• Produce user documentation for WMB systems.
• Create and provide training on the use of WMB systems.
• Develop application test plans and test cases.
• Perform and coordinate user acceptance testing services on behalf of business users and/or providing direction to business users.
• Gather and analyze requirements for minor and major application changes.

Equipment requirements:
• It is preferred if resource has their own equipment, though GoA will provide laptop/desktop if necessary.

Working Hours:
• Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province
